So does that mean - the new Ukrainian government, represented by the President Yanukovich, who was talking on the tribunes about the most touching attention to the problems of the Crimean Tatar people, openly showed that the ratio of power to the Crimean Tatars remained at the level of the Stalinist regime? Did Stalin methods remain the same for solving the Crimean Tatar problems: have Tatars - have problems, no Tatars - no problems?

To the Prime Minister of Ukraine Mrs. J.V. Timoshenko

on behalf of Crimean Tatars, who were exposed to genocide by Stalin regime, and are returning to the historical Motherland and are defending their civil rights in Crimea.

Dear Julia Vladimirovna!

20 years ago the Crimean Tatar people, who were exposed to inhuman deportation, began returning to the historical Motherland. Since the first days, instead of assisting the renewal of justice, Stalin’s bureaucratic followers, prevented the returning of Crimean Tatars to Crimea.

For all these years our numerous appeals to the organs of local power about the land allotting for building of individual habitation on the territories of cities and villages from which we were deported, resulted in refuses, based on different invented reasons. Refusing in allotment of 6-10 hundredth parts, depriving our old men and children of roof, meantime the corrupted officials sold out Crimean land.

For the years of Independence, over 20 thousand hectares of the most expensive land are sold for villas and resort hotels of commercials only on the southern coast of the Crimean peninsula; at the same time 2–3 thousands hectares would be enough for settling of the returning from deportation Crimean Tatars.

In the Simferopol region, for fun, the Crimean authorities have allotted 50 thousands hectares of land for hunting, although only 5 thousands hectares would solve in this region the problem of dwelling of the deported – even with those, who haven’t returned yet from the places of violent deportation.

Local power did not leave us other choice, and in March, 2006, after many years of ineffective efforts, we had to settle on empty and not utilized lands, more often they were the dumps of domestic and build wastes.

The President Yushenko understood the needs of simple citizens and, with the purpose of providing the citizens of Ukraine, who returned from the places of violent deportation, with lot lands, published Decree # 435/2008 on May, 14, 2008.

According to the order of your, Julia Vladimirovna, Supreme Ministers, # 1395-р on 11.05. 2008, the State Landed Commission was created, however, the officials have ignored your commission. People were waiting the State approach from the State Commission, however, till May, 2009, not a single working conference was held, not a single square meter of land was inspected, not a single document was prepared by the commission.

On May,12, 2009 a picket was set near the building of Supreme Ministers, with a requirement to solve the land problem in Crimea. During the picket, the two-week hunger-strike was conducted, the information about the action of protest was regularly sent to the international bodies - UNO, OSCE, Europe Council, and to various international law organizations. The delegates of World congress of Crimean Tatars, Crimean Tatar diasporas in foreign countries, and dozens of public international organizations spoke in support of the picket.

On July,7, 2009, the participants of action of protest met the High Commissioner OSCE for the National Minorities, Mr. Knutt Vollebek, who have informed that OSCE makes its best for the managing of the situation, have expressed the support to the picketers and wished the quickest solution of their problem.

For 100 days, people, exposed to genocide of totalitarian communist regime, demanded for justice, near the Supreme Ministers of Ukraine.

Within that period, it was succeeded to break the resistance of Stalin’s followers, residing on all levels of power, who were sabotaging the execution of the Decree of the President of Ukraine # 435/2008 from 05.14.08.

By the working group of the Governmental commission, formed by the order of the Supreme Ministers of Ukraine (11.05.2008 #1395-р) after the on-place study, the visual description and registering of the general area 1985,27 hectares is conducted, which were in the permanent use of state enterprises, establishments and organizations, belonging to the ministries and departments of Ukraine.

Unfortunately, the unprecedented in history of Ukraine action of protest has attracted attention of not only world public but also bad-quality domestic politicians, who tried to use the Crimean Tatar problem in their own aims.

We, Crimean Tatars, do not want our pain and grief be used by dirty politicians for cheap PR-campaigns. We do not want our land action, which costs the fates of 20 thousand families, to become the subject of political games or political pressure.

The blessed Ramadan month came. Time of Lent came.

In this period everyone, who considers himself a Muslim, strictly holds back from temptations, tries to pray as much as possible to God. Nothing mundane can distract a man from the worship to the most High.

Therefore, Crimean Tatars, protecting their civil rights in Crimea, decided, in time of fasting, to halt the actions of protest, call back their representatives and stop the picket near the building of Supreme Ministers of Ukraine.

For the solving of the land problem and removal of social tension in Crimea, all the necessary measures are held and necessary documents are prepared now. The last thing to do is to carry out the decision of the Supreme Ministers of Ukraine.

All the responsibility for further development of events in providing the repatriates with land for building of individual habitation, will be personally on you, Julia Vladimirovna, as the Chief of the executive power in the country, whose decision can solve the conflict and stabilize the social situation in such an important geopolitical region, as the Crimean peninsula.

We withdraw the picket and leave you alone with your conscience and your ministers. We do not specify the back address in the open letter, because we do not need the formal reply. We hope to see your concrete actions.

The blessed Ramadan month came. Time of Lent came.

For 100 days, people, exposed to genocide, totalitarian communist regime, demanded for justice, near the Supreme Ministers.

As a result of the work, 19 acts were made, including registering the lands of forests and natural reservations of the general area 201,7 hectares.

So, all the responsibility, for the further development of events in providing with lot lands for building of individual habitation for returning from the places of deportation Crimean Tatars, lies personally on the Prime Minister of Ukraine - Julia Timoshenko.

CRIMEAN POWER IS THE FOLLOWER OF STALIN REGIME!

Today, on August, 10, 2009, the actions of protest against vandalism of local authorities on the cemeteries of Crimean Tatars, were held in Crimea, in Lenino village and in Simferopol.

The communist regime, after the deportation of Crimean Tatar people, has ruined to the ground by bulldozers the cemeteries, where many generations of our ancestors were buried. That time they accused Stalin.

And who is responsible for today's lawlessness in Crimea?

Local power in a hurry distributes the centuries-old graves of our ancestors for summer country-houses.

It is not simple vandalism:

-it is purposeful genocide of Stalin followers against Crimean Tatar people,

-it is an outrage on the memory of our great-grandfathers,

-it is the gradual elimination of our historical legacy.

The example of the crime against our people is the situation in the villages Kiten and Aktash. The history of founding of these settlements goes back to the middle of the first millennium of our era.

In Kiten, at present called Semenovka, on one part of the cemetery they are building a diving-centre, on the other -the foundations rise already. In Aktash - in the seventieth of the past century they ruined the mosque, the stones from it transported to Azovskoe village and built a fence. Now the cemetery together with the land of former mosque and villages is sold for summer residences for visiting rich.

If one walks along the paths of these summer residences - he will see human bones, he will walk over them. They are the bones of our ancestors.

Today the old men, remembering the location of cemeteries, are alive; today it is still possible to prove the antiquity of our settlements by archaeological studies.

Not a single people have more serious arguments.

We can not agree that summer residences and rest rooms are built on the bones of our ancestors; that the remains of our ancestors are simply thrown on a road by new barbarians, and as in Aktash, they are mixed up with dirt, mill in dust by shoe soles, hoofs of animal and motor-car tires!

We speak to the whole civilized world!

CRIMEAN AUTHORITIES CREATE ARTIFICIAL TENSION ON THE PENINSULA

The action of protest of Crimean Tatars, requiring land allotment for building of individual habitation from local authorities, was held today, on the 10-th of August, 2009, in Simferopol, in front of the building of Verkhovna Rada of Crimea.

The action of protest of Crimean Tatars defending their Constitutional Right for land lasts already for 90 days near the walls of Supreme Ministers of Ukraine.

In Kiev the problem has moved from the dead point, and the work of the commission of Supreme Ministers has resulted in 19 acts, from which 15 were agreed with former landowners, with the area including 1035,65 hectares of land, and 4 acts for the area of 325,79 hectares; but in Crimea the further proceeding of land allotting had stopped.

The deputies of Simferopol City Counsil have captured lots in the center of the city for their families and relatives (streets Oranzhereinaya, Baturina, et cetera), and for simple people, they refuse to allot the land even on empty and converted into a trash dump "Petrovsky heights".

The Heads of Mirnoye and Dobroye villlages counsil, intentionally delays the process of registration of already allotted for individual habitation lands, so, that money, distributed for these purposes from the state budget, would not find application, and "burned" out. Thus, the artificially supported social tension in the society automatically will remain the next year too.

Local power in Crimea stuck in corruption. To the commercial structures, for graft, the land is possible for acquiring, but for simple people for building of habitation - no (Partenit, Simferopol, Alushta, et cetera ). Greedy officials, in favor of their interests, ignoring expectations of people, push our Blessed Land into the abyss of economic and ecological catastrophes, into chaos of largescale social conflicts.

Of 1500 hectares, allegedly selected two years ago for individuals' habitation, not a single area have been signed.

How long will last your welfare, especially, if you oppress the own people and remain indifferent to COMMANDMENTS of GOD?

The vice-chairman of Verkhovna Rada of Crimea, Mr. Tsekov went out to the participants of action of protest. He accepted the appeal from the protesters and promised to pass it to the Chairman of Verkhovna Rada of Crimea, Mr. Anatoliy Gritsenko, which allegedly was out during the meeting of protest.

The protesters have decided to give time to the officials for accepting the decision and declared, that the next action of protest will take place near the building of Verkhovna Rada of Crimea on August, 17, 2009. If to that time the officials would not give the answer for the requirements of people, the permanent action of protest will be held, tents and ferrous barrels-tanks will be establioshed, which became already the symbol of people's fight of for democracy in Ukraine.

DEMOCRACY "BY TIMOSHENKO"

More than 20.000 Crimean Tatar' families, which have returned from the places of deportation, for many years get the ungrounded refusals in land allotments by Crimean authorities. They organized a picket near the building of the Supreme Ministers, which is already for 80 days requiring from the Government the allotment of lands for habitation building. These lands are located on empty and unutilized for many years fields, and the ownship belongs to different ministries and departments of the state.

The decree of the President of Ukraine # 435/2008 "About additional measures on providing the right for land of the citizens, who live on the territory of Crimean Autonomic Republic" (May, 14, 2008), set up the task for the Supreme Ministers to solve the land problem in Crimea.

Within the past year the Government of Timoshenko did nothing for solving the acute problem. Moreover, during this year several serious land conflicts happened in Crimea, when to the fields of protest the special troops were attracted with the permission to apply the table weapon against the unarmed repatriates in their built houses and mosques. At the same time hundreds of hectares of Crimean land were sold out to business corporations close to authorities, that was made with violation of all norms and requirements of the Ukrainian land legislation.

Indignant at open sabotage of the Decree of President, on May, 12, 2009 Crimean Tatars have organized the picketing of the Supreme Ministers of Ukraine, requiring from the Government to stop the land lawlessness in Crimea and to decide the land problems of repatriates.

During the picket the two-week hunger-strike was held, which resulted in hospitalization of three participants of action. Dozens of written appeals of the picketers remained without any answer, that also contradicted with all operating norms of law in Ukraine.

Moreover, instead of the execution of the task of the President, the Government, with the help of law structures, renders the psychological and physical pressure on the picketers, trying to force them to give up the requirements. The picketers are forbidden to put the tents, people are forced to spend the nights in the open sky, regardless any weather conditions. The informative block of the picket was set - not a single central TV channel of Ukraine during 80 days gave at least one report about the action. The Government blackmails the protesters, saying that the land question will not be decided until the picket is not cut down. But how is it possible to trust those, who have built the policy on deception? During the hunger-strike the picketers were promised that the question will be decided, as soon as they will stop the hunger-strike. The exhausted people trusted the authorities, stopped the hunger-strike and even purchased the tickets to return to Crimea, but they were cynically deceived. The question is not decided till now. Moreover, the authorities from demonstrative inactivity have turned to the active actions against the picketers.

At night, July 29-30, the Crimean Tatar picket was attacked. More than thirty men, who have arrived by bus with darkened windows and mudded numbers, attacked asleep participants of action of protest, broke the placards and transparencies, scattered about and stole the property of the picketers. The militiamen, instead of providing safety of action, were watching apathetically what was going on, that obviously specifies the involvement of authorities to the happened attack.

The picketers have sent the statements to the President of Ukraine, Prime Minister, the Executive of Verkhovna Rada in human rights, General Prosecutor, minister of the Ministry of Internal Affaires, with a requirement to halt the lawlessness, find and call for responsibility the guilty in that violation of human rights.

The participants of the action of protest declare that no intrigues of the Government will compel them to cut down the picket and give up the requirements. "We have no other choice. Our children need habitation, and our parents, who were deprived the houses by the criminal Stalin regime and experienced all horrors of genocide in deportation, need roof over a head", say the picketers. On their opinion, the responsibility for the gross violation of human rights lies on the Prime-Minister Julia Timoshenko, as the Chief of the executive power in the country.

THE NIGHT ATTACK ON THE PICKET OF CRIMEAN TATARS NEAR THE SUPREME MINISTERS OF UKRAINE

Today, at night on July 29-30, 2009, on the 80th day of the action of protest, the picket of Crimean Tatars was attacked near the Supreme Ministers of Ukraine. About 30 men with an army hair-cutting surrounded the sleeping participants of action, bonded their hands and made a massacre of the picket. Placards and transparencies were broken, the property of the picketers was scattered and stolen.

The law representatives, who had to protect the picket according to the Constitution of Ukraine, stayed watching indifferently on what was going on, without any attempt to stop the attack.

The open trampling of the rights and freedoms of the citizens of Ukraine near the building of the Supreme Ministers is actually the disgrace of the Prime-Minister Timoshenko, as the Chief of the executive power in the country.

79 DAYS NEAR THE SUPREME MINISTERS OF UKRAINE - MINISTRY FOR EXTRAORDINARY SITUATIONS WARNS

Today, July, 29, 2009 is the 79-th day of the action of protest of Crimean Tatars near the Supreme Ministers of Ukraine. The participants of action demand from the authorities the decision over a transmission of empty department lands in Crimea for building the habitation for repatriates.

The Government of Timoshenko instead of solving out the problem of providing the citizens with land allotments for building the habitation again charged the power structures to break up the participants of action, this time it is the Ministry for extraordinary situations (MES). Repeatedly the staff of MES came up to the participants of action, with a requirement to sign the act of accident prevention and convinced to take away the facilities of evident agitation - barrels, which are the symbol of Maydan, the main instrument to be heard by the Supreme Ministers. It is written "JULIA - EARTH TO PEOPLE" on barrels. MEM also required purchasing fire-extinguishers and other facilities of fire safety.

78 DAYS OF THE ACTION OF PROTEST OF CRIMEAN TATARS NEAR THE SUPREME MINISTERS OF UKRAINE

Today, on July, 28, 2009, is the 78th day of the action of protest of Crimean Tatars near the Supreme Ministers of Ukraine. The participants of the action demand from the authorities to make a decision over the transmission of empty lands in Crimea for building of habitation for repatriates.

Recently, at the Supreme Ministers, the Social contact center was opened, for direct linking of the Government with citizens. From that time, one may appeal for help with problems, by phone from Monday till Saturday. The operators of the so called by the Prime-Minister Timoshenko, "governmental center of justice", will pass all the obtained information to the special ministries for making a decision. The Prime-Minister has promised to study personally all the difficult situations on the special governmental meetings. All calls - are free of charge. But people hardly believe to the efficacy of those innovations, because Mrs. J. already for the 78-th day does not see the Crimean Tatars, requiring their constitutional right for land on their Motherland. As well as she doesn't want to study personally the problem of 20000 families on the special meting.

THE 77 TH-DAY PROTEST OF CRIMEAN TATARS AGAINST NONFEASANCE OF THE UKRAINE CABINET OF MINISTERS

Today, July, 27, 2009, is the 77 th-day of Crimean Tatars' actions of protest to the Cabinet of Ministers of Ukraine. We recall, that the participants of the action claim from the Ukrainian government the decision on the transfer of vacant lands in the Crimea, intended for repatriants' housing development.

Until now, top management of the Cabinet, did not satisfy constitutional requirements of the picket, and had not even been able to meet with it's activists. The participants of the picket had not received any official reply on the numerous appeals, though they were accepted and registered by the the reception of the Cabinet and all legally established deadlines have already passed.

THE TRUE FACE OF THE GOVERNMENT OF TIMOSHENKO

Today, on July, 10, 2009, the Crimean Tatars, picketing the Supreme Ministers, celebrate the anniversary - 60 days of action of protest against the land arbitrariness in Crimea. On the square near the Supreme Ministers, the picketers have held the mass meeting, devoted this disgraceful date for the Government of Ukraine.

For 60 days the Supreme Ministers demonstrates the incompetence in decision of even the simplest tasks, not only to the citizens of Ukraine but also to the world public. For 60 days, the Crimean Tatars, representing the interests of 20.000 families, require the effective decisions from the Prime- Minister of Ukraine. For 60 days, Julia Timoshenko, who avoids looking into eyes of people, does not enter the building of the Supreme Ministers through the main entrance, where the picketers are waiting. The Chief of the Government of the Country, ought to the incompetence of her ministers, is compelled to get to her working place through a back door. What can explain so inadequate behavior of Timoshenko towards her people: shyness, fear of responsibility, shame for the weakness - or the banal chauvinism, carefully cherished in Governmental rooms from the times of Stalinism?

No one of the written appeals of the participants of action resulted by an answer. There's no any official information about the actions of the Supreme Ministers on regulation of the picketers' problems. That testifies to complete incompetence of the present Government of Ukraine.

Julia Vladimirovna, it's enough to mock at people! Either work, or set free the chairs for more competent people.

ANTI-CRISIS PROGRAM OF TIMOSHENKO - IS A MYTH FOR SIMPLETONS

The action of protest of Crimean Tatars against the landed tyranny in Crimea lasts for 56 days near the walls of Supreme Ministers of Ukraine. The picketers represent the interests of more than 20.000 Crimean Tatar families, requiring land allotment for building the habitation. We'll remind that according to the articles 13 and 14 of the Constitutions of Ukraine, the land is "the object of right for ownership of the Ukrainian people" and the "right for land ownership is guaranteed" by present Constitution.

In that case, why then people for years can't realize their constitutional rights? Why dozens of thousands of families in Ukraine, particularly, in Crimea, for years can't get the plot of land and build the habitation, for which, according to the article 47 of the Constitutions of Ukraine, "everybody has a right"? Moreover, the same article 47, declares that "the State creates conditions for a possibility of building the house by every citizen".

It's impossible to answer these questions simply. But, at the detailed consideration, it is possible to name two principal reasons of disputability of the land problem.

The FIRST REASON is anti-constitutional usurpation of the right for land by the present Government. Officials have illegally appropriated the right to decide, whether to allot the land for people or not, i.e. - have usurped the Right of Citizens for land, guaranteed by the Constitution of Ukraine. Actually, if earth is the "the object of right for ownership of the Ukrainian people", the role of the officials in land allotment is just recording: a citizen fills in an application, an official, according to his application, allots the land and legally fixes the right for using the land by that citizen. That's all! There are no more functions of the official. The constitution does not give the right to anyone to hinder the right of citizens for land under any condition. All excuses and refuses in land allotment, including absence of general layout, other city registration, short term of residence in this settlement and all other formulations are illegal and anti-constitutional, and should be called to account.

One of the evident examples of open usurping and cynical trampling of civil rights is the two-month long action of protest of Crimean Tatars against the land tyranny in Crimea. Neither torments of 20.000 families, neither the longest picket in the history of Ukraine with roar of soccer pipes and crash of iron barrels, neither two-week long hunger-strike with subsequent hospitalization of three persons, nor threat of loss of the reputation of the democratic state in the eyes of world public - nothing makes the Supreme Ministers to give up the illusion of its full power over the land, which the officials have figuratively stuck the claws into.

But for the first time in the history of Ukraine, the despotic machine of Supreme Ministers failed. Officials have got unexpectedly a powerful rebuff from the picketers, that was caused by despair and irreparable position of people.

"We have nowhere to return! In Crimea, they declare that there is no land for us! - the participants of Crimean Tatar action of protest declare. - We huddle by 2-3 families in one apartment, our children can not normally study in crowd conditions, the accumulation of so many people on a small area not only holds people in a state of permanent stress but also provokes development of infectious diseases! We are destroyed, as a nation: without bullets, without weapon, without concentration camps - but by enabling us to get the land, build a house and provide our children the normal conditions of existence and development."

Repeated attempts of authorities to decide the land question using power method in Crimea, only confirm the fact of anti-constitutional usurpation of the right for land by the Government. It remains a mystery, why neither the General prosecution, nor Constitutional court, till now do not pay attention to the illegal behavior of the present Government. Did the power usurp not only the right for land, but also the right for justice?

The SECOND REASON is a political weakness of present stuff of the Government. The wisdom of the past centuries, says: "A weak ruler needs the indigent people". And it's really so! It's easy to manage the poor people, showing them a bowl with chowder. Poor people are undemanding to education and culture - the slice of bread and cheap shows are enough. But what is the most important - poor people are spiritually weak and politically inert, that allows the useless government hold the power.

The weakness and incompetence of the present Government of Ukraine is a fact, requiring no proofs. That explains the main vector of actions of that Government - to hold the majority of population at the bottom of poverty.

But how it is possible to drive the whole nation into poverty? It's easy! To deprive it salary (by closing the enterprises and putting the whole industries on the verge of elimination), to apply excessive taxes (for that what is succeeded to gain), to organize a few financially-building pyramids (to withdraw delicately the accumulated money from people), to push up prices for medical service and medications and et cetera- it is necessary only to look around, to see mass of examples of aforesaid.

But the most important is to deprive a man a basement, that is included into such concepts, as Motherland, Homeland, Patriotism, Freedom! Land! The land, for building a house, growing up the trees, raising the children.

Actually, what is the person deprived the land? The rolling stone! It has no roots, no buttress. It rolls and rolls from one place to another. So the person deprived the land and home, is weak and helpless. He has nowhere to live and to bring a wife, nowhere to raise the children, there's nothing to be proud of and nothing to leave in an inheritance.

The land does not only give a sense of buttress and sense of the owner. The land gives a confidence in a morrow. It is possible to build a house on the land- and it will be no more need in paying money for rent of apartments, which were bought up at one time by the "far-sighted" official. The land can feed - and the dependence on the salary from "the master"- the employer, who is the same "far-sighted" official, will disappear. The land can unite people -cultivating the fields jointly, constructing the houses and ennobling the places of dwelling, people become closer to each other. Mutual enmity and mistrust, which is artificially cultivated by authorities in obedience to mean principle "divide and rule", disappears between them.

Moreover. The land is the basic constituent of economic transformations. By land manipulations, it is possible to obtain both growth of economy and its deep slump. And the bitter example of it is Crimea, which became the symbol of the most unruly and cynical land arbitrariness long ago.

CALCULATIONS ON FINGERS

Twenty thousands families, the interests of which are represented by the participants of action of protest near the walls of the Supreme Ministers of Ukraine, is only a small part of an iceberg, visible above water. Under water (the information, hidden from society and press) there are tens of thousands of families more, which did not find courage to fight against bureaucratism. Getting a refuse in land allotment, these people live with relatives, in apartments, in dormitories without any hope for own habitation.

But even without those who do not fight for their rights, 20.000 families, eager to get land and build houses on it at - what does it mean from the point of economy?

So, 20.000 of land plots. The first wave of inflows into economy is 20.000 complete sets of different documents. The total cost of one complete set of documents for registration of the plot and permission for building the house, makes from 4000 UAH in steppe districts of Crimea up to 15.000 UAH in southern coast. Thus, only processing of the land documents will bring from 80.000.000 to 300.000.000 UAH to the state income. As people need earth everywhere in Crimea, not only on the coast, let's just take the average figure - 200.000.000 UAH.

Then. The second wave of inflows into economy is houses construction. Again, to ease the calculations, let's assume that it is possible to build the middle-size house, sufficient for the family of 4-6 persons, for $50.000, or about 375.000 UAH. Accordingly, building of 20.000 of houses will cost 7.500.000.000 UAH (seven and a half billions!). This money will not be stolen, will not be wasted, will not go abroad! All these money will go for raising the economy of the country - they will be spent for building materials, for payment for builders and for work of constructing devices.

The third wave of inflows into economy is new home furniture. Under the most modest calculations, the new home furniture will cost not less, than 40.000 UAH. For 20.000 houses it will be 800.000.000 (eight hundred millions!) UAH, which will inflow not into the building industry, but into manufactured goods trading.

The fourth wave of the economic upraise is the use of the real estate as a mortgage at crediting. Even inexperienced in economy person understands, that the price of ready house is far higher than the price of building materials spent for it. That is, besides the billions of UAH of inflow into the economy of the country, the general wealth (or capitalization) of the state and society will increase. What does it mean? It means that possessing certain capital like the real estate; people will be able to use it actively as a mortgage at crediting, both for consumer needs and for development of small and medium business. That will result in activation of financial and commodity streams and, as a consequence, further increase of economy of the country.

In general, as our "calculation on fingers" shows, the incompetence and inactivity of Supreme Ministers in land question only in Crimea, cost practically 8,5 billions (!) UAH to Ukraine.

DO PEOPLE HAVE SUCH MONEY?

Certainly, the main argument against the calculations mentioned above, is the fact of absence of money for building at the population. It's a solid enough argument which could be, however, easily solved by the simplest economic decision of the Government - the acceptance of the program on the assured subsidizing of private building, with a land lot as a mortgage. Such program is excellent possibility for the Government to make money on the citizens, quite legally and with complete consent of the latter. On the security of the land plot, the state gives out the interest-free loan (the sum can be determined individually) which is long-term (also determined individually depending on financial conditions of the borrower). For cutting out the attempts to use the loan for other purposes, the borrower is obliged, for example, for direct payments from the loan account to the suppliers of building materials, and the choice of the supplier is given to the borrower. The last remark - is principle, because the state appointment of the supplier of building materials simply converts this program into a feeding trough for power authorities, and guarantees the next deception of people, when people will be forced to buy the building materials at high prices. Concept "the assured subsidizing" on our view, means the documentarily designed guarantees by the state about conducting of all necessary payments from the loan account, within the limits of the stipulated sum of subsidy. These guarantees are called to protect the citizens from the frequently met practice of non-fulfillment of the financial obligations by the state. That sad experience had many participants of the "youth housing programs", according to which the loans for building of habitation for young families should be paid off from the state subsidies to these families. The young families have taken loans under the state providing, but the promised subsidies on their redemption they didn't get. At last, they remained without money, without habitation and with the huge credit on back.

In case of the really guaranteed subsidies, the benefit is mutual: accessible credits and the decision of the acute housing problem - for the citizens, and the economic rise and exit from the crisis - for the Government. And if now, only the mad can take the loan for purchasing an apartment at present terms of bank crediting, the long-term subsidy for building would be helpful for any judicious person. In this case the Government have no any risks - the subsidized money will return back into economy in a year or two, and further the state will get the stable stream of payments for redemption of the loans.

SAD RESUME

Thus, our small economic plan convincingly showed the role of land in overcoming of economic crisis, if not in all Ukraine, than in separately taken Crimea.

Are these figures known for the government of Timoshenko? - Of course.

Has the Supreme Ministers the possibility to carry out such a project? - Undoubtedly.

What steps does the Prime- Minister of Ukraine and officials undertake for the realization of the prospects described? - No steps!

Vice versa, by all legal and illegal methods, the Government puts off the moment of decision about land allotment - the key factor of the project described above, demonstrating that the main job of the operating Supreme Ministers it is neither the prescribed by Constitution activity, nor the search of exit from crisis, but expensive political games and satisfaction of antidemocratic bureaucratic ambitions.

MEETING OF CRIMEAN TATARS WITH OSCE HIGH COMMISSIONER ON THE MATTERS OF NATIONAL MINORITIES

Yesterday, 07.07.2009, on the 57th day of picketing of the building of Supreme Ministers by Crimean Tatars, the meeting of the strikers with the OSCE High Commissioner for National Minorities Mr. Knut Vollebekk was held.

The OSCE High commissioner had a meeting with Vice-Prime in matters of European and international integration, Mr. G. Nemyrey. On the meeting the sides were discussing the questions of collaboration between Ukraine and OSCE, and also the questions of defense of rights for national minorities within the OSCE framework. It was separately spoken on assistance of international association in Crimea, in socialization and social integration of national minorities, deported on a national sign.

Grigory Nemyrya assured the High Commissioner, that the Government of Ukraine makes considerable efforts for the decision of questions, related to socialization and integration of the Crimean Tatar population in Crimea.

"Due to the work and efforts of the world public, including Your activity, it has been succeeded to attain the substantial improvement of situation" - said Mr. Nemyrya.

It's interesting, what was meant by the Vice-Prime as the "substantial improvement of situation"? Dozens of meetings of protest in Crimea? Three-weeks-long opposition of power and people on Balaklavskaya street? Two land conflicts in Vasil'eva street? Thousands of anti-constitutional refusals in land allotment to Crimean Tatar families? Almost two-months- long action of protest of Crimean Tatars near the Supreme Ministers? Or two-week-long hunger-strike of the activists?

There no any improvements in situation of Crimean Tatar people. Till now, the law on the status of the deported is not accepted. Till now tens of thousands of Crimean Tatar families have neither land, nor own habitation. Till now in Crimea the discrimination in job offer for Crimean Tatars exists. Till now the pages of some Crimean newspapers are full of Anti-Tatar propaganda, encouraged by inactivity of law authorities. The houses of Crimean Tatars are attacked by special troops, which burst the dwellings and maim the owners. Authorities allow the use of table weapon against the unarmed Crimean Tatars on the fields of protest. Vandals ruin the Tatar cemeteries, and militia can do nothing. And all that anti-Tatar bacchanalia, the Kiev's official dares to name the "improvement of situation" and "integration of Crimean Tatars in public life of Crimea"? In truth, there is no limit of bureaucratic lie and cynicism…

After official ceremonies and sweet speeches of Vice-Prime, the High Commissioner had the short conversation with the participants of action of protest. Mr. Knut Vollebekk have told the picketers, that the greater part of Europe knows about the picket and is well-informed about true reasons, compelling people to organize the action of protest. According to the High Commissioner, the OSCE strains every effort for creation the possibility of the quickest management of the situation, and his visit to Supreme Ministers was only for that goal. On farewell the High Commissioner expressed the support to the picketers and wished them the quickest decision of their question.

55 DAYS OF INTERNATIONAL DISGRACE OF UKRAINIAN SUPREME MINISTERS

Supreme Ministers of Ukraine failed the test on democracy.

For 55 days lasts the action of protest of Crimean Tatars against the land tyranny in Crimea near the walls of Supreme Ministers of Ukraine. 55 days the government of Timoshenko, like Stalin's regiment, pretend, that does not notice the demonstrators, does not see dozens of flags with Crimean Tatar' symbolic, does not hear the roar of soccer pipes and crash of iron barrels, and instead of carrying out the in-time decisions, conducts the informative war against the long-suffering Crimean Tatar People by secret blocking any information appearance in mass-media.

The short-sightedness and unprofessional behavior of Supreme Ministers in the land policy, have turned the situation to absurdity. The usual and common bureaucratic methods of drawing off of the acceptance of necessary decisions, malfunctioned regarding the Crimean Tatar' picket. The longer the problem decision is delayed, the more people assure in anti-people essence of the present Supreme Ministers of Ukraine.

Moreover, the attempt of informative block of the action of protest resulted in the decision of picketers to bring the information about the action to the international level. This case also showed to Supreme Ministers that they failed with old stereotypes, according to which Crimean Tatars appeared as backward and distant from civilization ethnos, incapable to defend themselves from bureaucratic tyranny. But, as appeared, Crimean Tatars know English, freely feel in the Internet and can organize the competent and effective PR-campaign on the international level, which resulted in complete fiasco of the Ukrainian officials in the eyes of world public.

The picketers state: "The informative block of our action inside Ukraine compelled us to go out into the international informative space. At the beginning of the action we co-operated only with three Crimean newspapers, now we set up the close contacts not only with the leading news agencies of the world, such as Reuters, The Associated Press, BBC, Sin'khua, Kiodo Tsusin, UNIAN, RIA "News", ITAR-TASS and many other, but also with the regional news agencies and sites in many countries of the world. Our press-center have collected the addresses and contacts of dozens of international law organizations, missions and different committees of UNO and European Union, religious organizations and institutions; relationships are set with Crimean Tatar's diasporas abroad. Each of these agencies and institutions regularly gets the complete and reliable information about events, what are going on near the walls of the Ukrainian Supreme Ministers.

Actually, the inactivity of Supreme Ministers resulted in the international publicity of Crimean Tatar' problem. Dozens of thousands of internet publications, hundreds of informative videos and analytical materials in foreign MASS-MEDIA, speeches of Crimean Tatar's leaders on European forums and summits, actions of Crimean Tatar's diasporas in support of the action of protest - all that have attracted attention of world public not only to the problem of Crimean Tatars in Ukraine but also to the antidemocratic behavior of Supreme Ministers of Ukraine".

Only about 2500 hectares of land are necessary for solving the housing problem for 20.000 families. It's too little even in Crimean scales (we will remind that during 15 years over 15.000 hectares of southern cost lands are criminally sold on the peninsula). 2500 hectares of land - that is the price of social stability in Crimean Autonomy.

Why then, the Prime-Minister Timoshenko does not want to solve the so simple for the Government and acute for the society problem?

Possibly, the answer is hidden in the charts of political technologies of the forthcoming pre-elective campaign of BJT. But it may appear, that some politicians intentionally provoke social conflicts for concealing their incompetence?

THE 52-D DAY OF THE PICKET OF CRIMEAN TATARS NEAR THE SUPREME MINISTERS.

Today, on July,2, 2009, is the 52-d day of the Crimean Tatars action of protest near the Supreme Ministers of Ukraine. We'll remind that the participants of action demand from Supreme Ministers the decision on transfer of the empty lands in Crimea for repatriates.

Till now the high authorities not only ignored the constitutional right of the picketers, but even haven't found the opportunity to meet with them. Moreover, despite article 15 of the Constitution of Ukraine, that forbid the censure, the officials have organized the informational block of the picket, banning the video taking of the action for Ukrainian mass media. Up to the present day, there was no report on any central TV- channel about the longest action of protest in Ukraine. There are numerous reports in Internet, including the sites of the world leading informational agencies, and only official mass media of Ukraine are mute.

The Supreme Ministers broke the 40-th article of the Constitution also, which determines the terms of the response of the state official institutions to the appeals of citizens. No one of the accepted and registered appeals of the picketers was responded. The participants of action intend to appeal to the Courts, on the violation of the constitutional rights of the citizens of Ukraine by Supreme Ministers.

Besides, the picketers declare, that the representatives of "Avdet" public organization and participants of the "fields of protest" plan to participate in the meeting with the President of Ukraine during his working visit to Crimea, and to discuss the violation of the constitutional rights of the citizens of Ukraine by Supreme Ministers (articles 5, 13, 14, 15, 22, 28, 28, 32, 34, 35, 39, 40, 47, 56, 59, 60, 64, 68, 113, 116 of the Constitution of Ukraine). Also, they plan to speak about the open sabotage of the realization the President's order 05.14.2008 # 435/2008 "On the additional measures for providing the right for land for citizens, living on the territory of the Crimean Autonomous Republic", in development of which the public organization "Avdet" have taken active part, and the realization of which it aims, despite of the obstacles of officials.

WHOM IS IT USEFUL IN THE CABINET OF MINISTRY TO HOLD THE CRIMEAN TATARS IN KIEV?

Yesterday, on June, 25th, 2009, has passed 45th day of unprecedented protest action of the Crimean Tatars in front of the Cabinet of Ministry of Ukraine. It is a gloomy anniversary of cynicism and frank indifference of the Cabinet of Ministers officials to the problems of the Crimean Tatar.

There are 45 days of vain expectation for the statement the project of the Land Commission, there are 45 nights spending the open-air without tents, regardless the weather conditions, there are 45 days of incessant pressure from the authorities, there are 45 days of the information blockade, some the hospitalized participants of the action, two week hunger-strike - this is the a black list of the largest protest action in Ukraine after the Orange Revolution.

When people will get the land guaranteed by the Constitution of Ukraine? What principles guided by the highest officials of the country with regard to the problems of Crimean Tatar people, for years evading their decision? Why the Decree of the President of Ukraine № 435/2008 from 14.05.2008. "On additional measures to ensure the rights of citizens, living on the territory of the Autonomous Republic of Crimea, on the ground" is frankly sabotaged? Why the Prime Minister, beautifully broadcasting of blue screens about her care for the people of Ukraine does not see the citizens of Ukraine, achieving a meeting with this most "careful" Prime Minister one and a half month? Why Yulia Timoshenko has never entered the Cabinet through a main entrance, picketed by the Crimean Tatars since May, 12th till this day.

The participants of the protest action have not received the answer neither one of these questions. The Ministry is deaf to requirements of the picketers. And in the meantime the land question has reached extreme degree of intensity in Crimea. Only in the last two weeks twice flashed conflicts in land area, which was able to calm down with the help of police.

In Roman law the main issue of any process considered the question "Who benefits? " So who should benefit does not solve in the Cabinet the land problem, thus destabilizing the political situation in Crimea?

CHRONICLE OF EVENTS: THE LAND ACTION OF PROTEST CRIMEAN TATARS IN FRONT OF CABINET OF MINISTRY OF UKRAINE.

Yesterday, on June, 17th, 2009, at the 37th day of picketing the Cabinet of Ministers by Crimean Tatars, was held joint protest action of the Crimean Tatars and The Public Organization "Public court of Ukraine", also opposing against the land arbitrariness in the country.

Participants of the joint action scanned: "the Land - to the people! ", "Timoshenko, go out to the people!", "the Land of the people - return to the people!" A few hours' later officials of the Cabinet of Ministers went to picketers and have invited representatives of the action for negotiations.

Unfortunately, the negotiations with the Cabinet of Ministers were reduced to the usual scheme - officials demanded to stop the action in exchange for oral promises to fulfill some requirements of the picketers. Officials have not given any guarantees of fulfillment the promises.

At 11.30 a.m. the participants of the joint action held a press conference in the Ukrainian Independent News Agency on which have sounded the requirements to the Cabinet of Ministers and the State Committee on Land. Crimean Tatars side was represented by Reshitov Dilyaver, the text of the speech which is attached below.

CHRONICLE OF EVENTS: THE LAND ACTION OF PROTEST CRIMEAN TATARS IN FRONT OF CABINET OF MINISTRY OF UKRAINE.

Today is the thirty-fifth day of the protest of Crimean Tatars in front of Cabinet of Ministry of Ukraine. The State authority does not solve the problems of the people during more than a month. Moreover Cabinet of Ministry has ceased all dialogues with the picketers, since the 27 th of May. Officials have exposed the requirement to stop the Action, giving reason that the positive decision of a land question under the pressure of participants of picket becomes a precedent for all Ukraine.

They hung posters on a picket place: "The right for the Land for 15000 families - TO RESOLVE! ", "Stop us delay - it is time to give out the earth!" Besides, participants of the action have established the stand with readout of the past days.

The picketers were supported by public organization "Public court of Ukraine" within two days. People together scanned "The Earth of the people - return to the people! " They waved banners, demanded the meeting with the Prime Minister.

Till now lasts information blockade of the Action. There are always operators and journalists of almost all television channels of Ukraine are passing by the picket.

The Internet is the only channel of information open for the protesters.

Nevertheless, picketers are full of determination to achieve from the Cabinet of Ministers the complex decision of the land questions in Crimea.

INACTION OF CABINET OF MINISTERS HAVE CREATED THE PROBLEM FOR UKRAINE IN GENERAL

The Cabinet of Ministers of Ukraine persistently tries not to notice the action of protest of Crimean Tatars, raging in front of its main entrance already for the whole month.

The primary requirement of picketers was simple enough an economic question on passing the empty departmental lands for the local authorities and their subsequent passing to the repatriates for building of habitation. For the decision of this question the Council of ministers of Crimea have prepared the project with the list of such lands. The land commission under the leadership of Minister of Environment Care Filipchuk G.G., have conducted the necessary negotiations with ministries - owners of empty lands. The Cabinet of Ministers had only to adopt officially the prepared and agreed project.

But there was no adoption. For what reasons - it's unknown. As well as no official version for that. Moreover, the participants of picket experienced the power pressure with the purpose of stopping the action.

Indignant at the demonstrative neglect of authorities to their question, Crimean Tatars declared the hunger-strike. For two weeks people did not take food, three from them were hospitalized, but the Cabinet of Ministers continued keeping silence. The appeal of World congress of Crimean Tatars, that was held at that time in Crimea, also didn't influence the situation.

At last, on the 28th day of vain expectation, the picketers declared the behavior of the Cabinet -the genocide of Crimean Tatars on the state level and decided to develop the steps for the discussion of the situation with world public. Presently the active discussion of the united actions is negotiated over with foreign Crimean Tatar diasporas. Furthermore, they decided to communicate it to the European Commission, the United Nations High Commissioner for Refugees, the International Organization for Migration (IOM) and the OSCE for information.

In the Appeal, the facts of violation of Convention on defense of national minorities within the framework of European Union, will be enlightened; a suggestion is made to consider the deportation of Crimean Tatars in May, 1944 as the act of genocide; and also number of facts were shown, confirming the opinion of the strikers about the continuation of genocide of Crimean Tatars by the government of Ukraine.

Thus, the clumsiness (- or political myopia? - or chauvinistic ambitions?) of officials of the Ukrainian high authorities have turned the simple domestic question into a resonanceful political problem, threatening to inflict serious harm to the international image of Ukraine.

CRIMEAN TATARS WILL BLOCK THE WAY TO EUROPEAN UNION FOR UKRAINE

The 28 days lasts the action of protest of Crimean Tatars near the Cabinet of Ministers. Beginning, as the strike against the land tyranny in Crimea, the picket gradually grew into the action against the genocide of Crimean Tatars in Ukraine.

Such a transformation was caused by the policy of the Cabinet of Ministers. Within 28 days the authorities had taken no steps for regulation of the land question in Crimea. Even two weeks of the hunger-strike of the picketers could not soften the stony hearts of the Ukrainian ministers.

Instead of deciding the question and give the land to people, what is guaranteed by the Constitution of Ukraine, the officials of the Cabinet came out to the hunger-strikers and by deception compelled them to stop the hunger-strike, saying that a positive decision is accepted on the meeting of the Cabinet on June, 26. Having trusted the ministers, the picketers halted the hunger-strike, but, as it turned out afterwards, it was insolent lie, for one goal - to halt the hunger-strike, but not to decide the main question of picketers.

Further events showed that the Cabinet neither decided the land question for Crimean Tatars, nor wasn't going to decide it. The repressions began against the participants of action: police raids on the places of spending the nights, phone calls with threats and requirements to halt the action, intimidating of the picketers by dressed in civilian muscular punks with an army-like hair-cut, the TV channels and journalists were forbidden to give information about the action.

The participants of action of protest considered such a behavior of authorities as nothing else than display of genocide towards Crimean Tatars on governmental level. 15.000 families are deprived their right for land. Power does not want to speak with the representatives of repatriates. The land question - that is the question of habitation for 15.000 families - is not decided and it seems, that the Cabinet is not going to decide it. The action of protest is surrounded by an informative blockade. There was no any reaction of authorities for a two-week hunger-strike. All that confirms the conclusion about the genocide in regard to Crimean Tatars, conducted in Ukraine.

The participants of action carried out a decision to appeal to international law organizations with a requirement to consider all that is going on near the walls of the Cabinet of Ministers of Ukraine as the act of genocide.

"Ukraine wants to join the European Union. Ukraine positions itself as the legal democratic state, - the participants of action of protest say. - At the same time, our own bitter example shows that Ukraine is the same antidemocratic totalitarian state, as well as Stalin's Soviet Union. 18 years have passed already since Crimean Tatars have returned to their Motherland, but til now we don't have land, houses, even status of repatriates. The open discrimination of Crimean Tatars is accomplished in the country, and especially it is obvious in the land question. The new generation of Crimean Tatars that has grown already in Crimea, has the same problems, as their ancestors - absence of land, absence of habitation, discrimination at a reception on work, preconceived relation of law authorities. That can not proceed anymore. If Ukraine considers the problems of Crimean Tatars unimportant - we'll make this problem become the main problem of Ukraine. We'll block the way to European Union for Ukraine. Every mission of Council of Europe, all subdivisions of UNO, the governments of all countries, members of European Union, will obtain information about the genocide, that is going on nowadays in Ukraine. We'll do everything, to make the world know about the true face of Ukrainian power. We declare that the country, which has an antidemocratic government, and float the rights of the native people, there is no place in the civilized world association and there is no place among the legal democratic states of European Union!"

First steps in this direction picketers have done already. On the place of action the posters hang in English:

"Land - to people!"

"NO for genocide of Crimean Tatars!"

"The policy of the Cabinet of Ministers - is the policy of genocide!"

"1944-2009 - the genocide of Crimean Tatars continues!"

"15000 families have no houses ought to the Cabinet of Ministers!"

"Land conflicts in Crimea - the fault of the Cabinet of Ministers!"

"Ukraine + Genocide = Euro integration???"

The participants of action have made the first consultations in the Mission office of the Council of Europe, appealed for support to famous jurists. within the next few days they plan to prepare the Appeal to the governments of countries - members of the European Union, to UNO, to the General assembly of Europe Council, and to other international organizations.

CHRONICLES OF EVENTS: ACTION OF PROTEST OF CRIMEAN TATARS NEAR THE CABINET OF MINISTERS OF UKRAINE

The picket goes on for the twenty sixth day already. The new posters appeared: "15000 families have the right for land. Give the permission!", "Stop pickling the people - it's time to give us the land". The weather was really spoilt the last two dates. It rains, the strong wind blows, blows off the placards. Despite bad weather, people continue the action, taking shelter from rain under the polyethylene. 8 picketers are on the hunger-strike, many participants of action stay to sleep at night in the open sky just on the concrete near the Cabinet. An attempt to set tents was immediately stopped by the raid of police.

Nevertheless, the picketers are full of resolution to obtain the complex decision of the land question in Crimea from the Cabinet of Ministers. But no work of the Cabinet until now is evident. Hidden behind the thick walls, sitting in warm and comfortable rooms, the satiated and dishonest Ukrainian ministers do not hear screams of deprived and do not see the human sufferings. The intimidated journalists do not communicate with the picketers. The TV channels, being afraid to be deprived of licenses for broadcasting, do not take the action of Crimean Tatars.

The single channel of information, opened for strikers, is the Internet.

Yesterday before the Cabinet of Ukraine it was once again offered to representatives of peace protest action of the Crimean Tatars "to curtail temporarily the action". In exchange the long-awaited decision of an agrarian question was promised to picketers.

Participants of the action of the protest declare that in connection with the above-stated project, the similar requirement of Ministry looks not simply strange, but also more, than suspicious. The ministry instead of performance of the direct duties on an administration of state affairs, tries to limit the rights of citizens of Ukraine, given by it the Constitution of Ukraine.

Let's remind that the action of the Crimean Tatars under the decision of agrarian questions in Crimea passes under Ministry walls 23rd day. From them 13 days participants of the action spent hunger-strike which has been interrupted 26.05.2009 as a result of a direct deceit of participants of the action by Ministry.

From 03.04.2009 hunger-strike is renewed.

THE CABINET OF MINISTERS OF UKRAINE HAS INITIATED THE LAND CONFLICT IN CRIMEA

The worst prognoses of Crimean Tatars - participants of picket near the Cabinet of Ministers of Ukraine - began to come true. The picketers have warned many times, that ignoring of their requirements by the Cabinet about the decision of the land question in Crimea would increase the social tension on the peninsula and could provoke an inter-ethnic conflict.

The Cabinet has ignored the warnings, and today, on June,3, in Simferopol, on territory of the action of protest on General Vasil'ev street, the next land provocation by fortune didn't turn into scale collision.

The commercial company "Frigate" in the morning began to store the constructions and in a hurry to built a fence around the debatable territory, regardless to the protests of people there. about 80 persons working for company- workers and organizers, were involved in that construction.

The revolted defenders of the action of protest had to defend their dwellings. In an hour more than two hundred people gathered on the territory and forced the workers to halt building of the fence. The situation became hot to the limit, and a conflict seemed to grow into a large collision.

The representatives of "AVDET" public organization and the subdivisions of police were called to the place of provocations. They did a maximum for a peaceful regulation of the conflict. Within few hours more, due to the active actions of police and "AVDET", a collision was prevented, and building of the fence stopped. The representatives "Frigate" company were forced to leave the field of the action of protest.

The participants of action of protest declare that, actually, the Cabinet of Ministers is responsible for a collision. The debatable territory where the provocation has happened is in the list of the lands, for which the Cabinet had to carry out a decision. Absence of decision created the real basis for the occurred conflict.

The participants of picket do not exclude, that the delay of decision about transfer of empty lands in Crimea, it is related the desire of certain business corporations to use the last possibility to capture lands, that are mentioned in the project, before it is signed. "In that case, we'll face more land conflicts, provoked by the criminal omission of the land question by the Cabinet of Ministers", - say the participants of the picket.

THE ACTION OF PROTEST OF CRIMEAN TATARS INCREASES

Today, on June, 3, 2009, twelve more persons have joined the action of protest of Crimean Tatars near the Cabinet of Ministers of Ukraine. Since May, 12, 2009 more than 120 persons began the action of protest against the land tyranny in Crimea.

On May, 26, after two-week hunger-strike of the participants of action, a verbal statement about the positive decision of question was received from the Cabinet. Basing on that statement, the picketers were suggested to stop the strike. Part of people has trusted the authorities and left home, other have decided to wait for the documentary confirmation.

As further events showed, the officials simply tried to deceive people. Until now there's no any document, concerning the work of the Cabinet over the main question of action of protest. Moreover, the picketers experienced the hard pressure: police raids visited the sleeping places of the strikers, and after that 36 persons were thrown out from the dormitories, strange guys intimidated people on the strike square.

Because of all, what is going on, the participants of action appealed for a support to Crimeans. The meetings were held on all fields of protest and the general conception was approved - to continue the strike until the positive decision of the Cabinet. Also they decided to send more people for the strike near the Cabinet.

From the side of the Cabinet no actions were taken, except for repressive measures against the participants of action. That convinces the picketers in opinion of proceeding genocide of Crimean Tatars in Ukraine.

APPEAL OF THE CRIMEAN TATARS - PARTICIPANTS OF THE HUNGER-STRIKE TO WORLD PUBLIC

That, what takes place near the walls of the Cabinet of Ministers of Ukraine, became the disgraceful spot of the newest history of Ukraine. Sincerely trusting the government, hoping for an honest dialog with power, we came to the building of the Cabinet of Ministers, to use the democratic way to obtain the decision of the question: to get land and build the houses on it. But we see now: the land problem in Crimea is initiated exactly by operating staff, and present power categorically does not want to decide this problem! For two weeks of the hunger-strike neither a prime minister nor other officials went out to us. The single person who came out to us for negotiations, compelled us by unconscionable deception to stop the hunger-strike.

We understood the position of the Cabinet of Ministers. We realized the position of power. We no longer trust that power considers Crimean Tatars part of the Ukrainian people. That, what happens to us, has only one name - GENOCIDE! Land, guaranteed by the Constitution to the citizens of Ukraine, is not given Crimean Tatars. Power does not want to communicate with Crimean Tatars, openly ignoring not only pickets but also the possibility of the hungry death of the strikers. The high officials of Cabinet go down to cynical deception of picketers, with the goal to stop the hunger-strike but not to decide the problems of Crimean Tatars.

At the same time a course on destabilization of political situation in Crimea is purposefully conducted. More than 15.000 families (it is about 70.000-80.000 persons) for many years can not get the land plot for building of houses and have to live by 2-3 families in one apartment. After the mass returning of Crimean Tatars from the places of deportation, 17 years have passed; a new generation has grown already - and they also get refuses in right for land. The long-term, artificially created tension in the land question has turned the Crimean peninsula on the verge of inter-ethnical conflict for many times already.

Moreover, openly, with the mute adoption of imperious and law organs, anti-Tatar hysteria is forced in Crimea, like chauvinistic newspaper articles and public statements of various politicians. At nights the special troops burst in the peaceful Tatar houses, maims the owners, and after that they call it an official error. Policemen kill Crimean Tatars and does not carry any responsibility for that. The recently opened Crimean-Tatar classes and schools are closed allegedly because of financial crisis.

Power can't but notice this situation. The policy of suppressing and informative blockade of facts of discrimination of the Crimean-Tatar population eloquently talks about secret support of chauvinistic bacchanalia by authorities. The two-week hunger-strike of Crimean Tatars near the Cabinet of Ministers and subsequent unconscionable deception of the hunger-strikers have proved- exactly present power is a customer and organizer of all destabilizing social processes, what are going on in Crimea. And to ask this power to put it in order in the land question - it's the same as to ask a thief to find the stolen.

We have an only one way - to appeal to world public. The whole world must know about the criminal behavior of the Cabinet of Ministers of Ukraine in relation to the whole nationality! The whole world must know about falsity of assertions of the Ukrainian government in UNO and European Union, that Ukraine develops as the lawful democratic state! The whole world must know about a genocide, what is going on in our days in Ukraine! The whole world must know that Ukraine can't be in Europe, while there is such a government in the country!

The whole world must say "NO!" to cynical elimination of the whole nationality.

We ask all international law organizations and legal institutes, all public organizations, all national committees and diaspors, all religious organizations - to express indignation on the actions of Cabinet of Ministers of Ukraine, stop the genocide of Crimean-Tatar people and express support to the participants of action of protest!

For Crimean Tatars, who are exposed to the genocide on their Motherland, there is not other choice.

And there is not other Motherland, except for Crimea!"

THE CABINET OF MINISTERS OF UKRAINE HAVE DECEIVED THE CRIMEAN-TATAR HUNGER-STRIKERS WITH FALSE PROMISES

On May, 26, 2009, on the 13-th day of the hunger-strike of the Crimean Tatars near the Cabinet of Ministers of Ukraine, the meeting of the latter was held, the agenda of which should include the discussion over the disputable lands in Crimea.

We have to remind that the hunger-strikers require from the Cabinet of Ministers the acceptance of orders about the transmission of empty lands in Crimea, belongings different ministries, to local Crimean authorities, with the subsequent passing them to repatriates for houses construction. The problem is in about 1127 hectares of land, located in the different districts of Crimea.

At about 17:00 o'clock, on May, 26, the Head of the land commission, Minister of environment care G.G.Filipchuk, came up to the strikers. He assured that a positive decision was carried out on the meeting about transmission of 27 hectares of land in Izobil'noye region to local power. As for the rest lands a decision to make up an inventorying in a monthly term was accepted. The results of inventorying would help with the final decision over land in Crimea.

In the evening, on May, 26, in the building of the Ministry of environment care, G.G.Filipchuk held the conference of the members of the ministry and land commission with the representatives of the picket. The first steps on realization of inventory program were set on the conference.

At the end of the conference Filipchuk asked the participants of action of protest to stop the picketing near the Cabinet of Ministers and stop the hunger-strike, explaining that their requirements are already solved and there's no sense to sacrifice people. For the request of representatives of the picket to give them the signed document, the minister said that it would be ready in 1-2 days. Eyes to eyes with four picketers, two of whom were on the hunger-strike already for the13-th day, the minister said: "I am the honest person, we have to work together, trust my words - the decision of the Cabinet of Ministers is carried out, tomorrow or in a day I will hand it to you".

The participants of action of protest agreed to stop the hunger-strike only if in two days they receive the awaited signed document with the decision of the question, mentioned by the Minister. In case of failure to observe the terms, the participants of action have the right to announce the mass hunger-strike again.

Five days have passed already. No any document was delivered to the picketers. Moreover, the other official have said that the question about land was not even included into agenda of the meeting on May, 26! The Minister told a lie the hunger-strikers! Everything that took place there was nothing more than just a monstrous performance for one goal - by trick to make people stop the hunger-strike!

The participants of action declare:

"History of Ukraine had not yet such a shameless and impudent deception of people by power! We are ashamed for the government, which resorted to the opened deception! We are ashamed for the country, which has such government!

The open deception of the hunger-strikers by the authorities proves that till now there are forces in the Ukrainian government, who continue the inhuman totalitarian principles of stalinizm and in particular, the policy of genocide of Crimean-Tatar people. During 19 days of action of protest, the Cabinet of Ministers had taken no steps for the regulation of the requirements of the hunger-strikers. Instead of the solving of the long existing land problem of the repatriates, people deceived by power were made to stop the hunger-strike."

THE PERSECUTION OF CRIMEAN TATARS CONTINUES NEAR THE CABINET OF MINISTERS OF UKRAINE

Today, on June, 1, 2009, the repressions of the Crimean Tatars - participants of picket against the land tyranny in Crimea, began again. The places of temporary settlement of the strikers - apartments and dormitories of Kiev, were visited by police. As a result, 36 persons were thrown out into a street from the dormitory, where they lived from May, 12.

"AVDET" public organization considers such a purposeful activation of power structures as demonstrative pressure of authorities on the participants of action of protest.

The other side of the conflict, the participants of picket are full of resolution to obtain the promised decision from authorities, even if for this purpose it will be necessary to spend the night under the open sky. We will remind that the guard of the Cabinet of Ministers categorically forbid to set tents for picketers, even in a night-time at the place of action. Till now the picketers spent the nights in a dormitory, where they could wash and prepare food, now they are deprived of that convenience.

"WHAT ARE THE CRIMEAN TATARS READY FOR TO BE HEARD BY POWER AUTHORITIES? "

Chronology of the hunger-strike.

We will go on new form of protest - lie-strike. The participants of action will lie down on earth near the cabinet of ministers and will stay lying a light day. We have no other choice. We are ready to go up to the end, in order to attract the attention of the prime minister to our problem. And we'll do that every day until the positive decision.

The reason of this action is the outrageous attitude of Ukrainian authorities toward the land problem in Crimea. Ten thousands people years by years can't get the land, the right for which is provided by law, while expensive Crimean land is sold out by hundreds of hectares by the officials of all levels. We conduct the action of protest near the building of Cabinet of Ministers already for eight days, and till now there is no definite decision of our question.

Indignant by the ignoring of their requirements, on May, 15, 2009 six participants of our action went on a hunger-strike. A notification about the beginning of the hunger-strike was sent to the Prime Minister. The participants of action are not going to stop the hunger-strike until the decision of the Land commission is carried out.

Today is the 12 day of the hunger-strike of Crimean Tatars near the Cabinet of Ministers of Ukraine. On May, 17 one more person joined the hunger-strikers, and there are seven persons - five men and two women are on the hunger-strike now.

From May,16, 2009 the repressions began against the strikers. In the evening, at about 17 o'clock, the weak participants of action opened out their sleeping-bags and lay down on earth. Police immediately interfered, demanding to displace the air-beds and sleeping-bags, and requiring to conduct the hunger-strike just standing or sitting. Threats to apply force or to call the evacuator were pronounced. Fortunately to the hunger-strikers, at that time the correspondent of the Turkish television came up with a camera and began to take off what is going on. Few minutes later the correspondent of RIA "News" drove up. Due to the presence of press, police did not use force, but insisted on displacing the lying places. For the refuse of the protesters to get up, police have called an ambulance, allegedly for the physical examination of the strikers. The paramedics without thorough examination offered to sigh the refusal from hospitalizing. On getting a negative answer to sign such a statement, doctors have left.

Negotiations with police proceeded for more than two hours. Finally, at about 19 o'clock, the mutual understanding was attained and the participants got the permission to rest lying.

Nevertheless, on May, 17, 2009, at 5 o'clock a.m., the policemen came up to the hunger-strikers again with a demand to displace all lying places by 6 o'clock a.m. and continue the hunger-strike standing or sitting. The participants of action were to submit and displace their lying places.

Those 120 persons who now participate in the action of protest - far not all, who needs land. In general our action unites about 15.000 families of the Ukrainian citizens of different nationalities: Crimean Tatars, Ukrainians, Russians, Armenians et al. In average a family consists of 4 persons, and Crimean-Tatar one - from five-six members, so our action would solve the problems of about 70.000 persons. It's really a great figure.

And it's only an apex of an iceberg! It's only those despairing people, who getting tired of the long waiting and whims of local authorities, decided to capture the lands. But there are tens of thousands of less active or intimidated by authorities people, who have got a refuse in land and reconciled with the situation and suffer in apartments, living in 2-3 families in one flat. Together with such families the number of needing habitation grows several folds!

"AVDET" public organization which is busy with legal and informative support of the land actions of protest, for more than three years fight with the wall of bureaucracy and open tyranny of authorities in the land question. At present "AVDET" public organization turned to a powerful people's campaign which conducted dozens of actions of protest in Crimea.

But the most important was the participation of AVDET in the informational support of three mass actions of protest in Kiev last year, which resulted in development and signing the Decree of President of Ukraine № 435/2008 (05.14. 2008) "About additional measures providing the right for land of the citizens who live on the territory of the Crimea Autonomic Republic". According to this Decree, the Landed commission was created which should solve the land problem in Crimea within one month.

Almost a year have passed. At the beginning of April the picketers reminded the Cabinet of Ministers about the Land commission, but they were not let in. such attitude to the national problem caused a week's mass action of protest on Aprel, 12, 2009 near the Cabinet of Ministers, about 80 persons took part in it. Finally, the Cabinet of Ministers had to create and send the Land commission to Crimea.

One more month have passed. By May, 12, 2009 no decisions on the results of work of the Land commission have been accepted. So, the participants of the Crimean actions of protest have announced the open-ended strike, until carrying out the decision on lands transfer. More than 120 persons since May, 12, 2009 are picketing the building of the Cabinet of Ministers. The security have forbidden to set tents, therefore people have to spend the nights just under the sky, hiding under from rain polyethylene. Till now the Prime Minister couldn't find time to go out and listen to the participants of action.

As it was said already, it's the 12 day of the hunger-strike. Despite the official notification about the hunger-strike, there's no medical support of the participants of action, they are forbidden to lie down, and are said that it is a public nuisance. In spite of the fact that in general the action of protest lasts already for 14 days, there's no definite answer to the land demands.

Why it is so important to get the decision of the Cabinet of Ministers? AVDET is well known in Crimea, we found the common language with the higher authorities in Crimea, decide the problems with local authorities. But there are empty unused lands of the Ministry of Defence, Academy of Sciences, Agriculture et al. Without transferring the right to these lands to local power, the last one can't allow them for people.

We, participants of the hunger-strike, disbelieve that the Ukrainian Prime Minister, who was able to decide the gas problem with the other state, can not decide the inner question of the country. We require from Julia Vladimirovna to take the decision of our question under her personal control and declare that we are not to stop the hunger-strike until the positive decision of the Cabinet.

It is not a threat. It is not a blackmail. It is the last chance to be heard by power authorities. For three years we fight for the right that it is fixed by Constitution. All the mild measures we had taken before have failed. Our lives - is last, that we can sacrifice to express the importance of our problem. We hope that Julia Vladimirovna, as woman, as mother, will estimate the level of hotshotness of our unprecedented action and will understand, what the limit of patience of people is reached already. If people are ready to give their lives to get this decision, it means that drawing off it's acceptance is a crime. We believe that the Prime Minister understands that and the closest meeting of the Cabinet will decide our question. But we want to remind - the meetings of the Cabinet is held once a week, and today, on May, 26, we are starving already for 12 days. By the next meeting the term of the hunger-strike will make 19 days. And it depends only from the Premier's decision, how long the people will starve more. Is she ready to take such sin as death of seven persons from starvation?

FIVE MORE PERSONS JOINED THE HUNGER-STRIKE OF CRIMEAN TATARS

Yesterday, on May, 24, 2009, on the ninth day of the hunger-strike, due to the attack of acute kidney pain, another participant of action of protest was sent to Simferopol. He is already the third victim of starvation. Earlier two women had to stop the hunger-strike for medical reasons.

More than 120 Crimean Tatars, being representatives of more than 15000 families, who were rejected in the right for land, began the action of protest against the land tyranny in Crimea on May, 12, 2009. As Cabinet of Ministers of Ukraine have ignored the requirements of participants of action, on May, 15, 2009 seven activists have declared the open-ended hunger-strike until the positive decision is got about transfer of the empty lands to local authorities of Crimea, and further passing to the repatriates.

For two weeks of action and nine days of starvation of the protesters, the government of Ukraine ignores the demands of people. Moreover, regardless of the terms of action as if mocking the sufferings of people, the representatives of the Cabinet of ministers declared that they are going to set up a new committee which will examine this question during 2-3 months.

The former Land commission was created a year ago. Few months ago the council of ministers of Crimea have prepared and passed to the Cabinet all the necessary projects and recommendations on the stages of decision of the land question and mechanisms of their realization. The cabinet has only to approve these documents and define terms and persons, responsible for their realization. For this purpose it's enough to hold one meeting. That's why the creation of new commission is considered by the protesters nothing more than the next attempt to draw aside the decision of the land problem in Crimea. What is it - the incompetence of power authorities or the desire to save tension in the Crimean region?

Today, on May, 25, 2009, indignant about demonstrative neglect of authorities to the problems of people, 12 more Crimean Tatars made a decision to join the hunger-strike. Now 16 persons are starving near the walls of the Cabinet of Ministers.

THE CABINET OF MINISTERS OF UKRAINE DOOMS CRIMEAN TATARS ON HUNGRY DEATH

Today, on May, 20, 2009, the meeting of Ministers was held, which was awaited for six days by Crimean Tatars- participants of the hunger-strike against the land tyranny in Crimea. On this meeting the Prime Minister Timoshenko had to ratify a transmission of 845 hectares of empty lands, belonging to different ministries, to local authorities of Crimea, who should further distribute the lands to repatriates for the dwelling building.

Yesterday, on May, 19, 2009, the press-conference of participants of starvation which took place at the press-centre of UNIAN agency, the strikers declared - people are driven to desperation, the hunger-strike will go on and the indifference of the Cabinet of Ministers may result a death at least of one hunger-striker.

The hunger-strikers have marked that permanent hunger-strike is not a blackmail of government, but the single possible chance to be heard by power authorities and that their lives - it last, by means of what the Crimean Tatars can express the super importance for them the land problem.

Nevertheless, on the today's meeting of cabinet no positive decision was accepted. After the meeting the head of the Land commission, Minister of Environment Care G.G.Filipchuk, went out to the hunger-strikers and reported that for the decision of the problem another commission was created, which must drive out to Crimea for visual examination of debatable lands. According to him, this process may take up to 2-3 months. When the minister was addressed with a remark that starvation is declared up to the positive decision, and delays of acceptance of such decision, actually, dooms the participants of action for the hunger death, the Minister smiled sympathetically and shrugged.

According to the hunger-strikers, analogical operations on the transmission of departmental lands to local submission were held last year in Sevastopol, Odessa, Kharkov, Lviv - in short terms and without any demonstrations or actions of protest. (http://www.zsu.org.ua/ru/news/?id=31877 ). When the same demand occurred, concerning Crimean Tatars - the simplest economic act grew into an insoluble problem. The participants of action are sure: the things that take place beside the walls of Cabinet of Ministers- is nothing else but a continuation of genocide of Crimean Tatar people on the state level.

The land commission, created on Decree of the President of Ukraine in May, 2008, had in obedience to this Decree, to conduct the work and decide the land problem in Crimea before July, 2008. Today's decision of cabinet is not only the demonstrated open sabotage of Decree of the President but it also confirms the opinion of the hunger-strikers about the policy of genocide regarding to the Crimean Tatars.

One more fact confirms this opinion - the informative blockade of the hunger-strike. Seven persons for six days are on the hunger-strike, the press-releases are sent daily to all Ukrainian MASS-MEDIA, the internet is full of reports about this action - but no any TV channel or official newspaper have given a single report about starvation and requirements of the hunger-strikers.

We, participants of the hunger-strike, have to appeal for support to world public. We ask all states and international law organizations to interfere the situation, to prevent the death of people from hunger at the walls of Cabinet of Ministers of Ukraine in their attempt to get what it is guaranteed to them by Constitution.

FIRST VICTIMS OF THE HUNGER-STRIKE IN FRONT OF THE CABINET OF MINISTERS OF UKRAINE

Since 12.05.2009 beside the Cabinet of Ministers of Ukraine, the action of Crimean Tatars requiring deciding the land problem in Crimea, goes on. As there's no any reaction of authorities to the picket, on May,15 six picketers, activists announced permanent hunger-strike, which will be stopped only after receiving the appropriate decisions by the Cabinet. On May,17 one more participant of action of protest joined the hunger-strikers.

Today, on May, 20, on the sixth day of starvation, the first victims appeared. At night one of the starving women suffered from the severe attack of acute gastritis, at about 11 o'clock of May, 20 the other woman, participant of hunger - strike experienced hypotension collapse. Both women were forced to stop he hunger-strike and were sent home, to Simferopol. Just in few more hours at about 17 o'clock, an ambulance was called for one more person, complaining of severe pain in liver. After examination and first aid, provided by doctors, the hunger-striker refused from hospitalization and announced his intention to continue starvation. According to doctors, that ache could be either the attack of acute cholecystites or the motion of gall- bladder stone. As it was recommended by the ambulance staff, tomorrow the participant of hunger-strike has to make an ultrasound examination.

We have to remind that yesterday, on May, 19, 2009, the press-conference of participants of starvation which took place at the press-centre of UNIAN agency, the strikers declared - people are driven to desperation, the hunger-strike will go on and the indifference of the Cabinet of Ministers may result a death at least of one hunger-striker.
